Plan #1 Medical Coverage

Enrollment Form

West Valley-Mission Community College District will now be offering CalPERS medical coverage to part time faculty who work a 40% or greater load each semester.  

Check to see if you meet the qualifications:

  • I teach a 40% or greater load as of census date
  • Neither my own nor my dependent's health insurance premiums are paid by an employer other an California Community College District (Faculty or their dependents whose premiums for health insurance are paid by an employer other than a CA Community College District are not eligible to participate in this program).

What is the enrollment period?

The Spring 2024 enrollment period is March 11 - March 29, 2024.

What is the coverage period?

For faculty who qualify in the Fall Semester, the coverage period is November through April.  For faculty who qualify in the Spring Semester, the coverage period is May through October.

What happens if I don't qualify in the following semester?

Then your WVMCCD medical coverage will end at the end of the coverage period (April 30 for those who qualify in the Fall Semester, October 31 for those who qualify in the Spring semester).  When coverage ends, you may be able to maintain coverage through COBRA, enroll in a Covered California medical plan, or enroll on another employer's health plan (if one is available to you) through the qualifying event of losing other coverage.

What health plans are offered?

Plans offered are CalPERS Medical Plans. There are 8 plans to choose from, including 6 HMO plans and 2 PPO plans.  

Can I enroll my family members?

Eligible dependents can be enrolled by providing the required dependent verification documents (birth certificates or adoption paperwork for children, marriage certificates for spouses, both the WVMCCD Affidavit of Domestic Partnership and California Declaration of Domestic Partnership filed with the Secretary of State for registered domestic partners)

How much will my coverage cost?

Eligible part time faculty will receive the same district contribution amount as full-time employees. ​Please refer to the Medical Plan Options and Costs sheet, linked below.

How do I enroll?

To enroll, submit a copy of the Enrollment Form by March 29 at 5pm.  All dependents requ​ire verification documents in order to be enrolled in coverage.

Plan #2 Multidistrict Premium Reimbursement Program

​If you are employed with at least a 40% load amongst multiple community college districts, you may qualify for the Multidistrict Premium Reimbursement Plan.  

Check to see if you meet the qualifications​
  • I currently teach a 40%+ combined load at two or more California community college districts
    • ​AND I do not teach a 40% or​ greater load at any single California community college district that offers medical coverage equivalent to that offered to full-time faculty
  • No other employer or agency other than a California community college district is paying for my or my dependent​'s health insurance
  • I am currently enrolled on an individidual medical plan or a medical plan with a California community college district​

What premiums can be covered?
Health insurance premiums for medical only may be covered.  Dental and vision premiums cannot be reimbursed under this program.

What amount will be reimbursed?
You may be reimbursed for up to a proportionate share of the most commonly subscribed family coverage plan (For WVMCCD this is the Kaiser medical plan)
Costs reimbursed by WVMCCD cannot be reimbursed from another reimbursement program

What is the plan coverage period?
The Fall Semester program coverage period is July - December.  The Spring Semester program coverage period is January - June.

The application is due the first Friday in November for the Fall Semester and the first Friday in April for the Spring Semester.  Verification of load and proof of premium payments are due at least 3 weeks prior to the end of the semester.

Plan #3 WVMCCD Premium Reimbursement Program

Associate Faculty Health Premium Reimbursement Application

Qualifying associate faculty members are eligible to receive up to $2,700 in reimbursement of medical, dental, and vision insurance premiums.  Details regarding the program, including eligibility, can be found in Article 102 of the WVMFT union contract and on the program application.  

Check to see if you meet the qualifications:

  • I have Re-Employment Preference (REP), and teach a 6.7% or greater load
OR
  • I had a 40%+ load for the previous two semesters and I currently have a 40%+ load 
    • Employees who qualify under this rule with at least a 20% load remain eligible for the current semester
​What premiums can be covered?
Health insurance premiums for medical, dental, and/or vision coverage are all reimburse-able under this program.  Only premiums paid to cover the PT faculty member only are covered, there are no reimbursements available for covered dependents on Plan #3.

What is the most I can be reimbursed?
You may be reimbursed up to a maximum of $2,700 per semester

Dental HMO

​Associate Faculty Dental HMO Plan

Associate Faculty are eligible to participate in a DeltaCare dental HMO plan.  DeltaCare is a pre-paid dental program which requires the member to go to an in-network DeltaCare primary care dentist.  All care must be coordinated by the primary care dentist.  Many benefits are paid at 100%, with some benefits subject to co-payments. 

Associate faculty are eligible to enroll in the DeltaCare dental HMO plan within 30 days of the start of Fall or Spring semester.  Applications received within this 30 day window that are received by the 10th a month will have coverage take effect the first of the following month.  If you miss the 30 day enrollment window you will have to wait until the next enrollment period to begin coverage.

Enrollment in this program requires that you submit premium payment for your first month of coverage through the end of the calendar year.  Checks can be made payable to West Valley-Mission Community College District.

403(b) and 457 Retirement Plans

It is never too early to plan for your retirement and West Valley-Mission Community College District offers you options to help you reach your goals. You may enroll in the 403(b) and/or the 457 plans at any time throughout the year. Both are voluntary retirement accounts where you may put away money on a tax-advantaged basis. All investment choices allow for traditional pre-tax contributions and some offer the option of post-tax Roth contributions.

403(b) Steps to Enroll

  1. Go to www.altamontclair.org/vendors and in the drop down menu select West Valley-Mission Community College District as your employer.
  2. A list of vendors who offer 403(b) plans for WVMCCD will populate.  This chart will tell you if the vendor offers a pre-tax plan and/or a Roth plan.
  3. Select a vendor from the options available and set up a 403(b) account. You can find more data at www.403bcompare.com if you want to further compare the vendors.
    1. You may set up your account directly with the vendor or you may enroll through a financial planner or tax consultant.
  4. Go to the payroll section of the District webpage and click on the Forms tab.
  5. Complete the 403(b) Before Tax or 403(b) Roth After Tax Salary Reduction/Deduction Authorization and Amendment Form
  6. Return your completed form to the Payroll Department

  2. A list of vendors who offer 457 plans for WVMCCD will populate.  Please note that you have to scroll down past the 403(b) vendors to find the 457 vendors. This chart will tell you if the vendor offers a pre-tax plan and/or a Roth plan.
  3. Select a vendor from the options available and set up a 457 account.
    1. You may set up your account directly with the vendor or you may enroll through a financial planner or tax consultant.
  4. Contact Payroll for the form to set up a 457 with one of the vendors listed on the Alta Montclair website. Complete the form and return it to the Payroll Department.
