Citizens Bond Oversight Committee | CBOC

The West Valley-Mission Community College District successfully obtained voter authorization during the elections held on June 7, 2012, and November 6, 2018, to issue up to $350,000,000 and $698,000,000 in general obligation bonds (Measure C and Measure W, respectively). These elections were conducted under Proposition 39, known as the Strict Accountability in Local School Construction Bonds Act of 2000, found in Section 15264 et seq. of the California Education Code.

In compliance with Section 15278 of the Education Code, the District must establish a Citizens' Bond Oversight Committee (CBOC) to fulfill the accountability requirements of Prop 39. The Board of Trustees of the West Valley-Mission Community College District hereby establishes this Committee, which shall operate according to the duties and rights outlined in the Bylaws. The Committee does not possess independent legal capacity from the District.

Key Responsibilities

  • Inform the Public: The Committee shall inform the public about the District's expenditure of bond proceeds
  • Review Expenditures: The Committee shall review expenditure reports produced by the District
  • Annual Report: The Committee shall present an annual written report to the Board in a public session

Agendas for Regular Meetings are posted at the District and on BoardDocs no less than 72 hours before the meeting, and 24 hours before each Special Meeting.
