Terrance DeGray
Terrance is an accomplished leader in the field of facilities management, with nearly 20 years of experience in construction and operations. As the Vice Chancellor for Facilities Development and Operations at West Valley Mission Community College District, Terrance oversees the maintenance and operations of the district's buildings and grounds, and is responsible for implementing the Measure W ($698M) capital improvement bond program.
With a Master of Science in Civil Engineering from Virginia Polytechnic and State University, where he concentrated in Construction Management and Engineering, and a Bachelor of Science in Civil Engineering from Virginia Military Institute, where he graduated with Distinction, Terrance has demonstrated exceptional academic and professional achievements throughout his career.
In his previous role as the Associate Vice Chancellor for Physical Plant Development and Operations at San José-Evergreen Community College District, Terrance managed and developed the campuses facilities using Bond Measures G and X ($1B). Prior to San José-Evergreen Community College District, Terrance served as the Program Director for the Long Beach City College Bond Management Team overseeing the management and implementation of Bond Measures E and LB ($1.3B). His contributions to the field of facilities management have been widely recognized, with honors including the CCCCO Board of Governors Sustainability Champion in Higher Education (2022), the CMAA Mehdi Heydari CCM of the Year Award (2019), and the Engineering News Record California Top Young Professionals (2018).
Terrance is also an active member of several Boards and organizations focused on advancing the field of facilities management, including the Community College Facility Coalition, where he serves as a Board member, co-chairs the Northern California group for Community Colleges, and is a member of the Association of Chief Business Officials Facilities Advisory Committee. His dedication to excellence in facilities management is evident in all aspects of his work, and he is widely respected by colleagues across the state for his commitment to ongoing improvements and betterment of facilities.
